The establishment of the City Development Board was set out in a number of documents published by the Task force on the Integration of Local Government and Local Development copies of these documents are available on website www.cdb.ie
However the essential guidelines were published in A Shared Vision for County/City Development Boards: Guidelines on the CDB Strategies for Economic Social and Cultural Development

Co-ordination of services at the point of delivery to citizens was the challenge for all those involved in the City Development Board. Ensuring integrated service delivery across these diverse bodies at local level would become the primary task of the CDBs.

The Shared Vision document set out an eight-step process, which all City/ County Development Boards had to follow.
