The City Development Board recognises that Lifelong Learning is at the heart of the future and one of the most powerful influences on the development of education, society and national economies.

We are reminded daily of how central to our economy learning has become and how critical it now is to any measure that aims to combat social exclusion and promote equality. This view is reflected in all of the key policy documents at E.U., National and Local level which inform our policies and plans.

The Board, therefore, believes that a system that provides for Life Long Learning for all the people of Limerick is essential to the realisation of the vision set out in this plan. At the core of this vision is the goal that Limerick would become a City of Learning and Opportunity, a key goal on which achievement of all other goals would depend
